The Mandate

Preamble

In pursuit of our mission to establish a spiritual fellowship committed to fostering the prayer life and intercessory engagement of its members — who shall stand in the gap on behalf of families, communities, nations, continents, and the global body — and in full recognition and acceptance of the divine authority and teachings of the Holy Bible as our foundational guide, we, the members of COMEALIVEUK, do hereby constitute, ordain, and enact this governing document, which shall be known and cited as The Mandate, and which shall serve as the Constitution of this body from the date of its adoption.

Article 1: Name

The name of this organization shall be "COMEALIVEUK", and it shall hereinafter be referred to as "THE OUTPOURING OASIS UK".

Article 2: Purpose

The purpose of COMEALIVEUK, hereinafter referred to as "The Outpouring Oasis UK", is organized and shall be operated exclusively for religious, charitable, and educational purposes within the meaning of a charity. In furtherance of this purpose, the Fellowship shall be committed to the following objectives:

• Spiritual Formation and Intercession — To raise, equip, and mobilize a body of Christian intercessors committed to sustained and intentional prayer on behalf of individuals, families, communities, nations, and the world, in accordance with the teachings of the Holy Bible.
• Biblical Teaching and Discipleship — To train, educate, and empower believers for spiritual maturity and influence in all spheres of life through biblically grounded teachings, prayer gatherings, seminars, conferences, and discipleship programs virtually.
• Charitable Outreach — To promote and enhance the physical, emotional, and spiritual well-being of individuals and communities through charitable activities, including but not limited to the provision of food, clothing, education, counseling, and other humanitarian support services.
• Publishing and Media Outreach — To publish and disseminate Christian literature — such as books, magazines, tracts, and other media — as well as to produce and broadcast Christian content through radio, television, internet, and other communications platforms to promote biblical teachings and the Gospel of Jesus Christ.
• Prayer and Worship Gatherings — To organize and conduct religious events including but not limited to revivals, crusades, camp meetings, prayer retreats, fellowships, and conventions to foster community, encourage spiritual renewal, and advance the Christian faith.
• Christian Counseling and Support Services — To offer faith-based counseling, mentoring, and support services to members and the broader community in order to nurture spiritual health and personal development.
• Community Engagement and Evangelism — To build Christ-centered relationships and foster community transformation through service, outreach, and the proclamation of the Gospel, with particular emphasis on North America and Canada.
• Educational and Leadership Development — To provide educational opportunities and leadership training through symposia, workshops, and seminars that develop individuals in their Christian faith and civic responsibility.
• Benevolence and Relief — To identify and respond to the needs of individuals and families in crisis or hardship, by extending practical assistance and compassionate support, as resources permit.
• General Powers and Activities — To carry out all other lawful activities, not inconsistent with the foregoing, that are necessary or appropriate to accomplish the Fellowship's exempt purposes, including collaboration with other like-minded organizations, within the limits established by applicable law.

Limitations

No part of the net earnings of the Fellowship shall inure to the benefit of, or be distributable to its members, directors, officers, or other private persons, except that the Fellowship shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth herein. No substantial part of the activities of the Fellowship shall be the carrying on of propaganda or otherwise attempting to influence legislation, and the Fellowship shall not participate in, or intervene in (including the publishing or distribution of statements), any political campaign on behalf of or in opposition to any candidate for public office.

Article 3: Our Mission Statement

• COMEALIVEUK exists to raise, equip, and mobilize a Spirit-led fellowship of Christian intercessors dedicated to transformative prayer, biblical training, and compassionate outreach. We empower believers to stand in the gap for individuals, families, communities, and nations while advancing the Gospel of Jesus Christ through intercession, discipleship, and acts of charity.
• To raise and empower Spirit-led intercessors who transform lives through prayer, biblical training, and compassionate outreach — standing in the gap for individuals, families, and nations.

Article 4: Our Vision Statement

• To see lives, communities, and nations revived, restored, and transformed through Christ-centered prayer, Spirit-empowered believers, and a global movement of intercession that brings people into deeper relationship with God and each other.
• To see lives and nations transformed by Christ through a global movement of intercession, revival, and restored relationship with God.

Article 5: Slogan

The slogan of the fellowship shall be "Come Alive".

Article 6: Registered Office

The Registered Office of the Fellowship is situated in Basingstoke, Hampshire county of United Kingdom.

Article 7: The Logo and Symbols

The Logo of the Organization

The significance of the Logo of the Organization shall be conceptualized in a combination of the following Scriptures — The Outpouring Oasis Logo Meaning Statement:

Our logo is a prophetic emblem that captures the heart and mission of The Outpouring Oasis. Every element has been prayerfully designed to reflect our divine calling:

• The Golden Circle symbolizes the eternal presence, completeness, and divine covering of God. It reminds us that everything we do flows from His infinite glory and unending love.
• The Uplifted Hands represent a people positioned to both receive and impart. As a ministry, we are called to nurture, bless, and empower lives — being vessels of God's grace, healing, and pastoral care to the world.
• The Oil Droplet with its inner waves signifies the outpouring of the Holy Spirit. Like streams in the desert, we are an oasis of refreshing, revival, and spiritual vitality. Through the prophetic and pastoral flow, lives are transformed, revived, and empowered.
• The Golden Hue reflects the richness of God's anointing, the royalty of His Kingdom, and the radiance of His glory that shines through His people.
• The Droplet on the Letter 'O' in Oasis reinforces the continuous outpouring from heaven into the earth — through our ministry, into every life we touch.

Together, these symbols declare that The Outpouring Oasis is a sanctuary where heaven meets earth, the Spirit flows freely, and lives are renewed, restored, and sent forth to impact the nations.

Article 8: Biblical Basis

Strategic Prayers and Supplications

• Job 38:12–13: "Has thou commanded the morning since thy days; and caused the dayspring to know his place; That it might take hold of the ends of the earth, that the wicked might be shaken out of it?"
• Psalm 2:8: "Ask of me, and I shall give thee the heathen for thine inheritance, and the uttermost parts of the earth for thy possession".

There is no technical or scientific way to command supernatural growth without a strong prayer base. Prayer is the way to power divine purpose for realization. We must renew our prayer altars for speedy delivery of God's plan and purpose. As we give ourselves to prayer and ministry of the word, the number of disciples will multiply greatly (Acts 6:4–7). The fellowship is a spiritual body and can only be made to grow spiritually. The key to extraordinary growth is prayer. As we have often noted, a praying church is a growing church, therefore, a praying fellowship will end up a growing fellowship. "…for as soon as Zion travailed, she brought forth…" — (Isaiah 66:7–8) (See also Ezekiel 36:37–38).

Article 9: Membership

Section A: Eligibility

Membership in the COMEALIVEUK Fellowship is open to all individuals, without regard to race, color, national origin, denomination, or church affiliation. While inclusive in nature, the Fellowship's primary geographical focus will be all regions in England and also the remaining countries that add up to England to make the Great Britain i.e. Wales, Northern Ireland and Scotland. COMEALIVEUK is an interdenominational prayer movement and fellowship.

Section B: Church Involvement

All members are strongly encouraged to remain active participants in, and to serve faithfully within, their respective local or home churches.

Section C: New Member Orientation

Each new member shall receive a personal welcome call from the Branch head. During this interaction, a time shall be scheduled to review the Fellowship's mission, as well as the responsibilities, expectations, and benefits of membership.

Section D: Registration

All new members shall be formally registered in the official membership records of the Fellowship.

Article 10: Aims and Objectives

By the grace of God and with the empowerment of the Holy Spirit, the Fellowship shall be devoted to encouraging its members toward a deepening relationship with God, fostering community among believers, and extending love to all people. To this end, COMEALIVEUK shall pursue the following aims and objectives:

1. To raise and develop a body of prayer intercessors committed to consistent and targeted prayer for individuals, families, communities, nations, and continents.
2. To cultivate scripture-based prayer practices among members by organizing regular prayer meetings, establishing prayer camps, and conducting focused prayer sessions in various locations and durations, including the instruction of members in the principles, strategies, and foundational doctrines of prayer.
3. To author, publish, print, distribute, or otherwise cause to be disseminated Christian literature and media — such as tracts, magazines, books, periodicals, circulars, and other faith-based publications — that support the aims and objectives of the Fellowship.
4. To engage in broadcasting and dissemination of Christian messages, teachings, and content via print, digital, radio, television, social media, and other suitable platforms to promote Christian faith, biblical teachings, and evangelism.
5. To organize and conduct revivals, crusades, camp meetings, conferences, conventions, fellowships, and other religious gatherings as may be necessary to pursue the spiritual objectives of the Fellowship.
6. To equip members with a deeper knowledge of God's Word and prayer, encouraging spiritual growth, alignment with divine purpose, and a life marked by God's favor and grace, so that the lines will fall for members in pleasant places (cf. Psalm 16:6).
7. To build Christ-centered relationships that foster unity, support, and mutual service to our communities.
8. To establish and maintain a strategic prayer and outreach network throughout the United Kingdom to advance the message and mission of the Lord Jesus Christ and win souls for the Kingdom of God.
9. To organize Christian counseling, discipleship, follow-up ministries, teachings, seminars, workshops, symposia, and other faith-based educational and spiritual programs for the benefit of members and the broader public.
10. To develop and implement charitable, educational, and religious programs that enhance the spiritual, emotional, and physical well-being of individuals and communities in the United Kingdom and globally.
11. To extend benevolent support and assistance to individuals and families in need through compassionate outreach and acts of service.
12. To engage in any other lawful activities that are incidental to or in furtherance of the foregoing objectives.

Article 11: The Executive Committee

Section A: Functions

• The Executive Committee shall plan, execute, and manage the activities of the Fellowship in accordance with the Holy Bible and the dictates of this Constitution.
• The Executive Committee shall ensure that the vision and objectives of the Fellowship are realized.
• The Executive Committee shall meet at least once every two months.
• The Executive Committee shall ensure that an annual budget is drawn.
• The Executive Committee may appoint an Executive Member to act in the absence of another Executive Member/Officer.
• The Executive Committee shall have power to take decisions on behalf of the Fellowship in emergency situations.
• The Executive Committee have power to co-opt a maximum number of five (5) Fellowship members as it may require assisting in its functions.
• The Executive Committee shall set up committees as and when necessary and such committees shall have the power to draw up byelaws to regulate its functions subject to the approval of the Executive Committee.

Section B: Elected Members

The Executive Committee shall consist of the following Officers:

• Director
• Administrative Secretary
• Financial Secretary

However, others can or may be co-opted to perform some delegated tasks where necessary.

Article 12: Functions of the Executive Committee Members

The Director

The Director oversees the fellowship and is responsible for the global affairs of the fellowship.

1. Shall convene and preside over all meetings of the Fellowship and shall have a casting vote in case of a tie.
2. Shall be a member of all standing committees, committees and subcommittees of the Fellowship established under this Constitution.
3. Shall ensure that the decisions of the Fellowship and the Executive Committee are implemented.
4. Shall act as the spokesperson of the Fellowship.
5. Shall represent the Fellowship at the leadership, and all other official meetings as required or shall appoint in consultation with the Executive Committee, a member of the Fellowship to represent the Fellowship on official meetings.
6. Shall have power to delegate function(s) to any Executive Committee member as and when necessary.
7. In consultation with the Executive Committee, shall appoint or establish sub-committees in pursuit of the objectives of the Fellowship.
8. Shall, in consultation with the Executive Committee, organize programs to meet the spiritual needs of the Fellowship.
9. Shall be responsible for cultivating an effective and regular prayer life and spiritual growth of members.
10. Shall organize regular teachings or expositions of scripture by seasoned ministers to enable members to grow in their faith, knowledge and understanding of the Holy Scriptures.

The Financial Secretary

1. Shall receive membership contributions, and other financial donations to the Fellowship and record same.
2. Shall keep all accounting books and other relevant financial documents of the Fellowship.
3. Shall ensure that ledgers of members are kept up to date.
4. Shall make payments on behalf of the Fellowship, subject to the terms and/or directions of the Executive Committee.
5. Shall prepare yearly budget for the Fellowship.
6. Shall advise the Executive Committee on financial affairs or matters.
7. Shall present the financial statement of the Fellowship at a meeting quarterly.
8. Shall prepare and present to the Executive Committee: monthly statement of account and quarterly statement of account.

The Administrative Secretary

1. Shall serve as the first point of contact for new members.
2. Shall welcome guests, new members, and provide relevant information to members or worshippers during events.
3. Shall receive, guide, and direct worshippers or members during meetings to ensure orderliness.
4. Shall maintain communication with members through calls and messages.
5. Shall notify members of meetings and provide updates to absent members.
6. Shall ensure members feel heard, included and respected during meetings.
7. Shall establish confidential avenues for members in need of prayer support on sensitive matters.
8. Shall create and manage the prayer schedule for prayer leaders.
9. Together with the Director of Diaspora & International Affairs and Director of Chaplaincy for Comealive Global, shall plan prayer retreats for the Fellowship.

Article 13: Income

Income generated will be used to sustain the Fellowship, assist in the execution of various development projects and support benevolent activities of the Fellowship.

Section A: Sources of Income

The income of the Fellowship shall be generated or derived from the following channels:

1. Members are encouraged to donate to the fellowship prayerfully, thoughtfully, and willingly.
2. The fellowship may accept donations and contributions from benevolent individuals, groups, or organizations.
3. Subject to approval by the Executive Committee, income-generating ventures may be established on behalf of the Fellowship, provided that such income shall not be distributed as profits or dividends to members but shall be used solely for furthering the objectives of the Fellowship.
4. Professional speakers may receive an honorarium as an expression of gratitude for their services. The Executive Committee shall determine and approve such amounts.

Section B: Trustees (Banking)

1. All COMEALIVEUK cheques and other negotiable instruments shall be signed by any two (2) of the following: the Director, the Financial Secretary, the Administrative Secretary.
2. All monies of the Fellowship shall be deposited into the Fellowship's official bank account with appropriate vouchers or receipts kept for records.
3. The Financial Secretary shall receive periodic statements of account from the bank(s) for the purposes of reconciliation.
4. All expenditure and commitments on behalf of the Fellowship shall be carried out in accordance with the administrative and financial procedures drawn up by the Finance Committee with the approval of the Executive Committee.

Article 14: Disbursal of ComeAliveUK Assets

In the event the Fellowship ceases to exist, all its assets, after paying or making provision for the payment of all liabilities of the Fellowship, shall have its assets distributed in accordance with being a registered charity under the United Kingdom.

Article 15: Amendments

1. Any amendment to the constitution shall be submitted to the Executive Committee at least two (2) months before a general meeting. A two-thirds (2/3) quorum of the total membership present at a meeting is required for the discussion and adoption of any amendment to the constitution. Any proposed amendment of the constitution is subject to the approval of the Executive Committee.
2. Proposed constitutional amendments or changes shall be presented to the Executive of the Fellowship in writing, at least one meeting before it may be voted on.
3. Approval by two-thirds of the voting members present at a regular meeting shall pass a proposed change. The change shall be put into effect immediately unless otherwise stipulated in the amendment.

Article 16: Ratification and Signature

This Constitution was approved and adopted by the undersigned officers of COMEALIVEUK, DBA THE OUTPOURING OASIS UK, on this _________ day of ______________, 202_.
